This photo has been through the ringer in the past, but who looks beyond the first page any more?

I am still trying to identify this sport racer, photographed at Giants Despair hillclimb in northeastern Pennsylvania, USA.
Some agreement that it was the late 1960s.
Some disagreement about whether it is a Mk.II or Mk.III

Driver and chassis number would help locate where this racecar is now.

Dan Gardner was 'climbing at that time.
Dan's car was listed as a Mk.III sr and did carry race numbers ending with "9" 19, 119, 39, and once at Rose Valley, PA #9. Perhaps this photo is not Giants Despair?

There was a car that bounced around, changing hands in 1966-69 that PO Rackmill remembers as a light green Mk.III with Triumph Spitfire engine and assortment of rear axles, you can see the odd wheels, necessary because of the huge(!) power of the 1147cc Spit blew the ELVA rear.. . . . and it was ten years old.
Rackmill recalls this car being terminally wrecked and retired.
Drivers were Joe Nardone, Steve Rackmill, Terry Grogan, and Kurt Stoeckel. Martie Fellman listed once as entrant.

Maybe someone recognizes these names and could get in contact with them?
